debugger does not stop at breakpoints

Hi, I am new to emacs and xslt-process mode. I have a laptop running Vista (sigh!) and I installed gnu emacs and xslt-process along with the associated prerequisites in a directory (c:\emacs) and it works well! Then I burned the c:\emacs directory to a CD and copied it to a few XP machines in my lab and the debugger no longer stops at breakpoints. I noticed after a while that because of the CD, the new c:\emacs on the XP machines was set to read-only. I fixed that and all the permissions seem ok but still no luck.
