A11.22 Withdrawal Question

hello list,

re: A11.22:  CC resolution, no ambush on either side.  the attacker roles a 2 on his CC roll, resulting in infiltration/qualifying the attacking units for withdawal from CC.  if the attacker chooses to withdraw, is the original 2 attack applied as well, or does he have to choose one or the other?

the way i interpret A11.22, if the attacker rolls a 2, the attack (having already been carried out) is applied as declared *and* the attacker can choose to withdraw as well.  if the attacker rolls a 12, then the opponent can withdraw, but must do so immediately, before making his attack or waiting to see outcome of other attacks
