C1.3 says that the AR has to be placed in a non-Aerial location. Under location in the index Rooftop is NOT defined as a location. B23.8 says Rooftops are a location only if defined by SSR. Therefore is Rooftops are in play and the building in question has a enterable Rooftop location you can place the AR there. If the building does not have a playable Rooftop location then the AR can't be placed there.
