Units cannot affect other friendly units by fire except when they are in
melee. There may be other instances, but DC are not one of them.

B26.51 (and the EXC for Japanese) would lead me to conclude that any unit
present in the same Location as the wire (atop/beneath, same difference)
would be effected by the detonation of the DC/bangalore torpedo.
