correction RE: eASLRB

We should be careful to note that this was not a matter of MMP "getting
around to it."  I believe the obstacle to creating an eASLRB previously was
that Hasbro refused to license it.

That is good news ... an eASLRB has been desired for a very long time ...
though it has taken them long enough to finally get around to it considering
that a eASLRB html v1 rulebook was produced in 1997.
