Reduced ROF for AFVs for changing CA?

I have always played that when a gun or AFV changes CA to fire in PF or 
D(F)F that the ROF drops by one for the first shot.  In a recent game my 
opponent and I looked for this rule and could not find it.  The closest 
we found was

C3.5  Conditional ROF: The multiple ROF of a non-vehicular NT Gun is 
lowered by one for its next shot in the current phase if it changes it 
CA for that shot.

This implies that turreted Guns never have their ROF reduced by one for 
firing outside its CA nor does any vehicular gun.  Am I missing another 
rule or have I just played it wrong all these years?
