Interpreting G.4

Currently playing the first (Night) scenario of the Edson's Ridge CG and we're trying to sort through the layers of Concealment, Night and PTO rules and are feeling rather muddled.  The specific situation is that a Japanese Cloaking counter assault has moved into a jungle hex in which, as it turned out, there was an HIP Marine Raider HS.  As per G.4 the Raider HS chose to remain HIP when the Japanese Cloaking counter moved in, and because it assault moved the Japanese counter was still there at the end of the Movement Phase.  The question is:  can the Marine unit remain HIP with an enemy unit in its hex even after the end of the Movement Phase or is it placed on board Concealed at the end of the Movement Phase?   If it can remain HIP then the Japanese Cloaking counter could Advance out of 
 the hex and if no other Japanese unit/counter Advanced into the hex to trigger 11.19, the Raider HS would remain HIP at the end of the turn.
