I believe that the sentence in the example to which you are referring is 
discussing the CC6 6-2-8's fire vs. the 4-6-7 when it arrives in AA7, which 
would not be halved there (in AA7) even if AA7 were a building or other 
non-OG terrain - even though the 6-2-8 WOULD then have to treat the 4-6-7's 
move as a Dash through BB7, wherein its fire would be halved. Note the 
phrase in the second last sentence ' 'because the 4-6-7 is Dashing only in 
BB7' which I read as meaning that the 6-2-8's fire there, in BB7, would be 
halved for Dashing if AA7 were a building  or other non-OG, which is what 
would make the 4-6-7's move a Dash to the CC6 6-2-8.

I think that the 'some folks' you refer to are playing it wrong!

Rule A4.63 for Dash says you must start from a non-OG hex, then road, then 
non-OG hex.  The rules does not say you have to be out of the LOS of enemy 
units on either side of the road, only that if you are in an OG hex you'd 
have to be out of LOS.

So, if there was a building, road, and building, and the enemy had LOS to 
all three hexes, you could still perform a Dash from building, to road, to 
building because you're running from non-OG hex, road, to non-OG 
hex...correct?

And any enemy fire to that road hex would be halved for Dash penalties even 
though the enemy has LOS to all three hexes...correct?

Now, in the A4.63 example, the first paragraph, second to last sentence, 
reads, "Even if AA7 were a building hex, an attack by the 6-2-8 vs AA7 would 
not be halved...."

I'm confused.  If there was a building in AA7 then the 4-6-7 would be 
starting in a non-OG hex (since it is out of LOS to the 6-2-8 in CC6) then 
running into the road at BB7, then ending in non-OG building hex AA7.  So 
that is a Dash.  However, the example indicates the 6-2-8 would not be 
subject to Snapshot penalties at BB7 and fires in the road at full six FP.

I know some folks play that if the enemy has LOS to either side of the road, 
regardless of terrain, then a Dash cannot be declared. This seems in partial 
agreement with the example, but doesn't jive with the rule text.

Is the example incorrect or what am I missing?
