C1.62 Example has an error?

OK, correct me if I'm wrong, but I was reading through Chapter C and studying the OBA rules a little.  So looking closely at the example C1.62, specifically the third paragraph of the example.

The first paragraph sets things up where the German player places an AR in hex U3...which is in his LOS...I agree.

Now he corrects the SR.  Now, moving to the third paragraph at line 5 on the top of page C5, the example says,

"He declares this intention and place an AR in U4 (again requiring no extra chit draw) which is in his LOS."

I disagree.  The German Observer in W6 cannot see U4 due to two level one hills in his LOS and hence U4 is blocked due to a blind hex.  This is on board 2 and the LOS clips the bottom-left corner of the hill in V4.

Yes/no?
