VECTOR: Amplifone Help

Hi,
I'm kinda new to the list, but I have been reading your posts for some time and I appreciate all the info you guys share. 

I just got a 19" Amp up and running. I know for sure that the HV adjustments are out of whack because I turned them to get visuals on the screen. Will I hurt the monitor running the game with those adjustments off sync? I don't have an HV probe yet but I'm stoked I fixed it and wanna do some tests with it since it's my first Amp. 
Also the graphics are sometimes jittery. Could this be because the HV adjustment isn't dead on or could it potentially be something else?
What does the LED on the HV board do? Is is supposed to be on all the time? Or is a failure indicater?
