Well, apparently, they have no agreement. So the hesitation shows "I don't know what to bid". Which is of no use. However, North apparently does have an agreement if he hasn't passed. Which one is that. Because in that case, perhaps the meaning is "partner, I could not bid this, since I don't have hat it shows, but since I'm a passed hand, you can work that out for yourself". If the same bid comes quickly, maybe partner will just assume it's what it's supposed to be and bid accordingly. What is the meaning when non-passed? Herman.
