This does NOT simplify the director's task, who now has to make a
decision as to whether or not a substitute call is comparable.
In previous versions, he could simply say: "if you change 2H to 3H it's
OK", almost without checking the meanings of both.

In both the previous 2007 Law 27B1(a) and the forthcoming 2017 Law 27B1(a)
the Director can make an "almost" straightforward ruling a la Herman.

Rather, it is the revised 2017 Law 27B1(b) which cross-references the new
2017 Law 23.
