Jeeves neither "obviously" psyches 1H nor "obviously" passes. Rather Jeeves has already observed the traits of the opponents (Law 16A2).

Due to Bertie Wooster's misadventures in the earlier matches of the Swiss this round's opponents are the weakest pair in the field. Furthermore the opponents play a home-grown idiosyncratic bidding system.

Hence Jeeves chose to Pass rather than psyche. Shenanigans occurred in the opponents' uncontested auction, resulting in a hopeless 6NT, +300 to the good guys. If Jeeves had psyched 1H, then the opponents would have been forced to revert to natural bidding, resulting in a sensible 3NT, -600 to the good guys.
