For sure the director has the final responsibility to interpret the laws. 
That doesn't mean we should not strive for consistency.
Unsettling to get one ruling one day and a totally different ruling the next when applying basic laws.

In my opinion official guidance to define "similar meaning" is unnecessary, because of

Law 81B2:

"The Director applies, and is bound by, these Laws and supplementary regulations announced under authority given in these Laws."

and also

Law 81C2:

"The Director (not the players) has the responsibility for rectifying irregularities and redressing damage. The Director's duties and powers normally include also the following to administer and interpret these Laws and to advise the players of their rights and responsibilities thereunder."
