I think it is, too.  You have a legal choice to make, and it will or may 
have a substantive effect on the play.  Contrast with the case of 
choosing between two low spot cards, where the choice will have no 
substantive effect.  That's why the indirect effect of possible 
deception isn't considered a valid bridge reason.
