PMFJI, but I'd say that bare fact that a language is dynamically typed gives
you enough rope to hang yourself in the exact ways that you describe.
Wanting a language to provide both the flexibility of dynamic typing and
safety of static typing at the same time sounds a bit strange. You would
need a language where some types are static and some are dynamic. If anybody
knows of such, I'd like to know too. :)
