Then something's wrong with your copy of CS3 or your PNG. I follow the exact same steps and get exactly what I expected: everything enabled. If I change the image mode to indexed I get something similar (though "convert to smart filters" is grayed out as well). When you say "Select All" do you mean literally CTRL+A (or the equivalent from the selection menu)? If you create a new document are the filters available?
