Pachi with dcnn support for Windows

Hi,

If anybody's interested there are new Pachi binaries available for windows:

I've been looking at Pachi's mingw build to see if we could have a 
windows release with dcnn support. It's looking good now and i'm happy 
with the results: dcnn is working, there is a 64-bit build and most of 
the performance issues with the previous windows version are gone.

It should be a lot easier to setup and get started for newcomers too 
compared to 11.x
