Those two files are pure ASCII files (they don't use any non-ASCII characters, unlike the other po files).
Technically since UTF-8 is compatible with ASCII for the ASCII part of the character set, I suppose Notepad++ is not completely wrong there. But the bottom line is that those two files are perfectly fine.
