ATTN PORTERS: WinCE port is about to be removed

Hi Team,

With a sadness I must say that it is time to remove this port which is
severely outdated. It outdated so much, that we even stopped the buildbot
couple of years ago. The last build we had was 1.5.0, over 7 years ago.

There is a PR made by ccawley2011 which removes the WinCE port:
https://github.com/scummvm/scummvm/pull/1931

I intend to merge it before end of this week. So, please, chime in if you
still want to support it. And even after deletion, you will have it in the
git history and in all branches up to 2.1.0.

Hope to (not) hear your objections.
