I can definitely see other team members / leadership being afraid of the new stuff that they don't understand, the potential production impact, etc. We have noticed that F# is being quickly adopted by four groups: applied sciences, defense, banking and science/research. All fields with fairly sophisticated users. FWIW, In the banking sector, many of our users consider their use of F# their "secret weapon" against competitors.
