I'm giving away my punchline here, but the paper in which Knuth says (paraphrasing) "97% of the time it's not worth optimizing something for the sake of optimizations", he's in the middle of a paper about the performance impact of GOTO. He isn't saying write code like an idiot because the profiler will save you. (Which is how most people seem to interpret it.)
