An a-priori regimen for writing code, handed off to someone else years later, without any kind of testing or benchmarking of the efficacy of the regimen, is merely a religion. You can say, "hiding variables Bad, exposing variables Good" all you want. How are you going to prove that it saves labor many years down the line? I guess as programmers on a mailing list we usually rely on anecdotes, since we're not omniscient enough to observe a large enough sample of projects, or all the factors affecting a project. I am saying, concentrate on the Big Picture issues, and don't sweat the little things. You can't prevent people being treated like a code monkey sometime in the future.
