There's definately a different skill set in play when we're talking about codebases that have a significant lifetime. Its a skill that's hard to pick up when all you've ever done is college assignments that nobody but you and the TA had to read (assuming the TA even bothered). Sometimes the business is willing to defer long-term investment for short-term payoff.
