GetDIBits() return values

On occasion GetDIBits() returns 0, indicating failure, but 
GetLastError() returns 0, indicating success.  The dimensions I pass 
in are scan start=0,scanlines=12.  Everything seems to work fine, but 
very occasionally (< 1% of the time) I get a return value that != 12.

Anyone know under what conditions this might happen?
