I don't think that tablet PCs behave any different than normal PCs. When the pen is far from the screen, the cursor stays in place, when it gets close to the screen, the cursor will follow, and when it touches the screen, it's a click. Or at least, that's how I remember... :) So I'd guess that all the mouse functions "just work".
