Propagating messages from child to parents

Let's say I make a toolbar window and add a slider to it. The slider will automatically send messages to the toolbar window, but I want those slider messages to get to the application. Is there a standard way of doing this (or does a toolbar automatically propagate child messages upstream if it doesn't understand them?).
