speeding up make

One of our programmers remembers he had a registry 'fix' to make fstat() go 
a lot faster on windows (some cache size increase or something), but he lost 
it in a harddisk crash.

He says this improved the time make used to check dependencies by a lot, but 
can't find it now that he's been googling for it again. Does anyone have a 
clue what it is I might be talking about?
