I agree with you about the wetlands.  I of course meant to say that 
nothing was going to save New Orleans with the current set up.  Levees 
cannot stop a Cat 4 or Cat5, no matter HOW you build them.  Had there 
still been natural defences, it definately would have helped.  Much like 
people building houses on a flood plain in Florida or along the 
Mississippi.  I'm a firm believer that laws should be passed FORBIDDING 
building any residential structures on flood plains.  You're tempting 
fate, and you're pissing off Mother Nature when you build on a flood 
plain (or below sea level).  Nothing man can do will stop Mother Nature 
when she gets pissed :)
