Clark,

I phrased myself in the way that I did because I do not have the facts to hand to be able to judge where on a 
scale of 0 to 100% of fairness blaming Iraq for the Katrina aftermath is, so I did not really want to get into a 
debate at this time as to whether the perception was unfair, since I do not know yet to form a reasoned opinion. 
I simply wanted to point out that the perception was out there, and that in view of that (and the fact that a 
significant portion of US opinion is not in favour of the continuing occupation of Iraq) that Bill's suggestion 
that New Orleans' refugees might like to enlist was an extrordinary one.
