This is not entirely accurate.  Governor Blanco requested that Louisiana be 
declared a federal emergency area on last Saturday, and that request was 
honored immediately.  And some (but not all) of the LA NG units available 
were called up and deployed relatively quickly - though, as you noted, 
_after_ the major damage, not three days prior when there was first a high 
expectation of major damage.  The thrust of your argument is, however, 
correct - Blanco did not activate or deploy the entirety of the forces at 
her disposal, so arguments that insufficient troops were available is 
specious at best.  Furthermore, she did not make specific requests for 
federal aid which went unmet.

Any halfway competent lawyer could make a half-dozen arguments on either 
side of the issue.

lowering the funding level at various times.  Such facts are secondary and 
irrelevant to the fact that Bush is the Devil.
