I'm really not sure what you're arguing, dude.  She declared a state of 
emergency on Aug. 26.  There are any number of references to this fact.

Note the correction at the top of the page:  Correction to This Article
A Sept. 4 article on the aftermath of Hurricane Katrina incorrectly said 
that Louisiana Gov. Kathleen Babineaux Blanco (D) had not declared a state 
of emergency. She declared an emergency on Aug. 26.

Stop repeating lies, it muddies your message.  Blanco has screwed up at many 
steps along the way, and she has refused to turn over control of the 
relief/evacuation efforts to the feds and generally impeded their efforts, 
but she did request federal disaster area status to open up channels of
