Their murder rate was 10 times the average, the school district was said to be a disaster and government corruption corruption (Is this a cliche Louisana thing or what?) was also said to be as entrenched as it always was. Since true disaster preparation in most of America consists of crossed fingers and the chant of "please don't be bad, please don't be bad", it seems unfair to expect that New Orleans would somehow have become sensible and enacted sensible long term policy.
