Nobody is shifting blame to Clinton, we are still discussing a bogus and fallacious attribution of blame to Bush. If you wish to hold Bush accountable for X because he did Y, then you must also hold others who do Y accountable for X, even if their name isn't anything like Bush, and maybe even spelled Clinton. Note that this is not shifting the blame to Bush - it's (correctly) stating that you are illogical and inconsistent in blaming Bush but not others who took the same course of action. And let's be clear right up front - I think Bush is a terrible president, and I didn't vote for him either time. But fallaciously blaming him for everything of which you disapprove is no worse than blaming an invisible pink unicorn when there are real problems to address.
