No, the President doesn't have the authority (I don't think) ... the 
"they" I mentioned was the voters.  The VOTERS ought to recall and dump 
the Mayor and Governor for gross incompetence.

I should have been more clear with my use of the word "they".

Now, most governors have the right to remove a mayor ... it happened in 
Kissimmee, FL this year.  The mayor was charged with a sex crime,
and Jeb Bush removed him from office and had the city council elect a 
new one.  He also did it with the mayor of Orlando last year, when he 
was charged with election fraud.  Those charge were dropped because the 
law he broke was too vaguely worded, and Mayor Dyer resumed his office a 
month later ...
