Mark: Seems plausible.  What isn't plausible is the affirmation of goodwill 
from a security service.  They are only going to respect rights as far as 
people don't cross a line forever undisclosed.  They are a necessary evil, 
of course.  But I don't fall for all the bunkum that they won't hurt anyone 
who gets in their way in the course of their operations; though I don't 
suppose Western agencies are as callous with 'disidents' as a Chinese or 
Russian or Muslim/Middle East agency is.

They can listen in to our phones anyway, they can locate anyone with a 
permanent address or whatever.  With sufficient determination and guile they 
can find out just about anything on anyone if they want to.  For the most 
part casing anyone is expensive, and I am not sure their budget, let alone 
man-hours, can stretch on spying on everyone with the simple motive of 'just 
incase', computers or otherwise.
