Another thing occurred to me while discussing this elsewhere.

What difference does them being awarded a patent for this invention actually
make?  If you look at the patent, it says that they invented it in late
2000.  Not having a patent does not mean that you can't implement the idea,
it only means that you can't make any money out of someone ELSE implementing
it.  So either they are doing it already or the technique is useless without
some other aspect - either seems entirely plausible.

And in the end it strikes me that with necessity being the mother of all
invention, the NSA and their counterparts elsewhere must invent a lot of
things.  I don't know if it's new or not that they've started looking for
patents, but why not?  Someone's going to invent it eventually and you don't
want to be paying tax-payer's money to them for its use wen you came up with
it first.
