Though the Al Qaeda generally disapproves of India, it has never really operated here. I suspect they don't really have as many members as they are thought to have, and the handful who are part of the setup seem to busy in Iraq these days.
Those explosions in Delhi could have been anyone's work - "Pakistan-aided terror groups" is the usual official line, though that line may be tempered down a bit this time because of the co-operation between the countries over the earthquake.
