I agree. Incidently, if it is intended as retribution, 24 years is too long as well, after all why should the 
murder victim's relatives have to wait 24 years to "see justice done"?

I think I agree for the most parts with your points (2) and (3) below as well, though I am not knowledgeable of 
the particular examples you cite.
