Strictly speaking this would be the GM's discretion, but only an indiscreet GM would not allow it.
To stretch your example to the limit, an order simply stating "Fleet supports Army's move" could also be considered valid, as there is only one possible move for A Por, making the situation "unambiguous" too, provided the fleet could not support any other army's move ;-)

Fortunately in the game in question the order I had
was void for other reasons. But given a single fleet
the order is not ambiguous since you cannot order
other players units. Therefore the order should
actually be legit, no?
