That depends on whether you consider some methods to be beyond the pale. For methods that are beyond the pale 
the goal is irrelevant when deciding whether it is justified or not. I'm not sure that I would argue that in 
this case, there may be times when phone-tapping is acceptable, though ferriting out the details of the private 
lives of the British Royal Family is perhaps not one of them.
