INteresting diplo glitch

All:
I just had something interesting happen using diplo
2.8.1 running under Windows XP (which is probably the 
problem).

I set it up for the start of a shift left game.  We
went to fall of 01 and England has 4 centers, 3 units
and NO home centers.  Likewise Germany and Turkey get
a build each but again, no home centers.  Diplo let me
build an English unit in a Italian owned english home
center.

My suspicion is that Diplo was never set up to have 
foriegn owned home centers in 1901.  In a standard
game it would never happen.
