I require correct coastal designations at all times for fleets 
already in or moving to a multi-coastal province.  Therefore, in my 
games, only the first of these is valid.  I can see a colorable 
argument for the second one, however, and in the absence of a house 
rule, I think most GMs would accept it.  The third is clearly 
invalid, unless there are house rules to the contrary.  Note that the 
MHR do include an option to make this a valid order, but in my view, 
unless the house rules are explicit, it should be disallowed.  There 
is no fleet on the north coast of Spain, and there is no ambiguity in 
the order.

Obviously, Martin disagrees, but that's my take.
