I'd allow it unless you have a stable hard-nose line, e.g. if you would disallow 
A(Rome) - Naoles then you have a case here too :)

My first reaction was to void it since it is not an
English fleet in the MAO.  However recent discussions
on these lists led me to reconsider that and since
there are no English units on the map at all I allowed
the support.

Thoughts?
