You know, Bill, I'd disagree with that quote, just except you're talking about 
spring 1901 and Austria, and thus couldn't be more right... :)

I've played Austria several dozen times over the past 25+ years.  I 
never use the same opening twice.  To be predictable is to LOSE in 
Diplomacy ...
