When I joined Cat23 - in the early 200s.. I found it via a web search.  
I remember it was the first or second choice back then and at the time I 
believe it was the only club of its kind (or at least the only one 
like it with an open membership policy).

I just googled "Diplomacy PBEM" and Cat23 was nowhere to be found.

Publicity has never been Ray's highest priority.  Cat23 isn't even in the Diplomacy Webring.

  I think a big reason the Cat is lagging in membership is because it's
  hard to find. I haven't personally done any searches throught Y! or
  Google or anything, already knowing where to find it. However, I think
  for those few of us out there who actually know how to play Dip, the
  Cat (and most other resources, for that matter) isn't a forum people
  would think to look for. I found out about Cat23 (way back in the
  100's days) through a friend. What if that friend had never mentioned
  it? We'd be down one DipKnight, that's what. I think somehow, we need
  to get the word out there about Play by Email.
