Insincere EOG proposals are standard practice in my Dip circles. 
Legitimate propaganda. Though I like to consider myself aloof of 
such diplomatic moves. Can't recall doing so myself.

However, if the proposal is too laughable, I think the GM should be 
able to consider rejecting it. But to date I haven't seen one I'd 
qualify as such.
