My general feeling is that there are less and less people who are 
interested in table board games. One interested in strategy games can 
easily spend time on the various (and very good) PC games that have 
appeared over the past 5 years or so. 

Additionally, Hasbro is not particularly interested in Dip or the 
other ex-AH games, as the bulk of its cash flow comes from toys and 
diplomacy is but a tiny fraction of their agenda. So, they hardly 
market the Game. 

Two good reasons that we see fewer and fewer new players. And not 
just on cat23 - it's no coincidence that the Pouch gets hardly 1 or 2 
issues out per year...
