You can better use the algorithm in the DATC (chapter 5).
This is also much easier to understand (IMHO).

Furthermore, the DPTG contains 3 bugs.

The DATC method considers four strength decisions:
- hold strength
- attack strength
- defend strength
- prevent strength

The hold strength is quite clear.

The attack strength is the strength used to dislodge
another unit.

The defend strength is the strength from a move order
used to defend from units to enter the area where the
unit is standing.

The prevent strength is the strength to prevent other
units to enter the same area.

Since, Bur - Mun fails, the prevent strength of Mun - Bur
is still 2.

The attack strength of Mar - Bur is 2, but that does not
beat the prevent strength of Mun - Bur. So, it stands.
