Hey Libby, Your houserules don't cover this? I thought yours were second only to Zendippy's :-p Personally, I'd allow it on the grounds of : 1. The moving unit has the coast designated. 2. The move F W MED to Spain is unambiguous. There may be a case for disallowing it if the supporting unit was controlled by another power as: 1. it's a penalty for not communicating intentions properly. 2 The supporting power may be misordering intentionally. Go with common sense.
